释义	法律分析: 目前仲裁是否能够公告送达还没有明确的规定。公告送达仲裁调解法未具体规定，但在实践中按民事诉讼法的程序公告是没有问题的。可以缺席裁决。实践中，大部分地方不会采用公告送达，一者是法律没有规定，不具有操作性；二者是仲裁毕竟区别于诉讼，效力低。法律依据: 《中华人民共和国民事诉讼法》第九十二条受送达人下落不明，或者用本节规定的其他方式无法送达的，公告送达。自发出公告之日起，经过六十日，即视为送达。公告送达，应当在案卷中记明原因和经过。
