法律分析：《中华人民共和国临时居民身份证管理办法》第十四条
公民从事有关活动，需要证明身份的，有权使用临时居民身份证证明身份。有关单位及其工作人员不得拒绝。
只要在有效期内就可以办理，有一样的权利。大部分银行都可以办，现实中有个别银行的规章制度不认可临时身份证，这是违法的。
如果是办理信用卡，那要求就更高了，需要稳定的收入等等。当然，如果你去银行只办理借银行卡就只需要身份证就够了。
公民申领临时居民身份证的具体程序是：
一、向常住户口所在地的公安派出所办理申请手续，交验居民户口簿、本人近期一寸免冠黑白相片(相片尺寸标准同居民身份证)，交纳证件工本费人民币10元。未满16周岁的公民，由监护人代为申领。
二、公安派出所将公民个人信息核准后报送县(市)公安局或设区的公安分局审核签发，并负责制作证件。
三、公安机关在收到申请后的3日内将证件发给申领人。
四、领取了临时居民身份证的公民在领取居民身份证时，应当交回临时居民身份证。
凡居住在中华人民共和国境内的年满16周岁的中国公民，都应当依照《中华人民共和国身份证条例》的规定，申请领取居民身份证。回国定居的华侨，回内地定居的香港、澳门同胞，回大陆定居的台湾同胞，以及在中国境内定居的外国人和无国籍人被批准加入中华人民共和国籍，年满16周岁的也应按照规定申请领取居民身份证。
