释义	法律分析：征用农村集体土地不需要村民同意，但是必须经过相关部门的批准，才能征用。法律依据：《中华人民共和国土地管理法》第四十六条征收下列土地的，由国务院批准：（一）永久基本农田；（二）永久基本农田以外的耕地超过三十五公顷的；（三）其他土地超过七十公顷的。征收前款规定以外的土地的，由省、自治区、直辖市人民政府批准。第四十七条国家征收土地的，依照法定程序批准后，由县级以上地方人民政府予以公告并组织实施。
