释义	法律分析：退改签规定:头等舱和公务舱的退改签规定自然宽泛，在航班上享受的服务也不同，但是经济舱无论是什么折扣的机票，所享受的航班服务是相同的。所以航空公司就对经济舱以下的子舱位的退改签做出限制，特价折扣越低退改签限制越严，变更的费用也越高。法律依据：《退票常见问题解答》第二条非自愿退票：航班取消、延误三小时（含）以上（包括已知航班计划延误三小时(含)以上的）、航班起飞提前、航程改变、航班进入公司预警状态或不能提供原定座位时，旅客提出退票，按非自愿退票办理：
