释义	法律分析：是违法的。通常所说的电子烟烟嘴，是装在电子烟雾化器上面的必要零件，内含尼古丁溶液，由烟丝制成。根据《中华人民共和国烟草专卖法》规定，卷烟、雪茄烟、烟丝、复烤烟叶统称烟草制品，实行专营专卖。换句话说，原材料为烟丝的烟弹属于烟草管制品，贩卖需烟草零售许可证，无证私贩涉嫌违法。法律依据：《中华人民共和国烟草专卖法》第一条为实行烟草专卖管理，有计划地组织烟草专卖品的生产和经营，提高烟草制品质量，维护消费者利益，保证国家财政收入，制定本法。
