谁知道三证合一后税号变更了，那发票专用章也必须重新刻吗？如果开出的发票盖的是以前的发票章能通过吗？发票专用章不需要重新刻的，原来的发票专用章还是有效力的。《国家税务总局关于推进“三证合一”进一步完善税源管理有关问题的通知》（ 税总函〔2015〕645号）第四条规定，对于改革前已经领取税务登记证的存量企业，发生变更，取得18位统一社会信用代码后，原发票专用章可继续使用，保留原法律效力。这样解释好理解吗？
