法律分析：对于物业公司的主管部门，最直接的市级管理部门是房管局，往下县区级是住建局，再往下街道有物管中心，社区有专门负责物业的副主任。但是，真正能决定物业命运的是小区业主!任何部门也代替不了小区全体业主的意志，毕竟小区是社会单位，不属于行政组织，只有小区全体业主最能管住物业公司。
法律依据：《物业管理条例》 第五条 国务院建设行政主管部门负责全国物业管理活动的监督管理工作。县级以上地方人民政府房地产行政主管部门负责本行政区域内物业管理活动的监督管理工作。
