释义	法律分析：子女没能力赡养父母的：并不能因此而要求国家来养，对于子女无力赡养老人的,可以让有负担能力的孙子女、外孙子女尽赡养的义务。无赡养能力，只限于无责任能力人。因此，不能说缺乏经济实力，或自己体弱多病，或没有时间照顾老人就是无赡养能力。法律依据：《中华人民共和国民法典》第一千零七十四条有负担能力的祖父母、外祖父母，对于父母已经死亡或者父母无力抚养的未成年孙子女、外孙子女，有抚养的义务。有负担能力的孙子女、外孙子女，对于子女已经死亡或者子女无力赡养的祖父母、外祖父母，有赡养的义务。
