释义	律师解答：户籍生与非户籍生是指在进行升学考试的时候，考试的学生是否具有考试地的户口，具有考试地户口的称为户籍生，没有考试地户口的称为非户籍生。没有户籍的考生原则上应回户口所在地报考，如学籍在考试地而户籍在其他省市的考生，因特殊情况需在考试地借考的，应凭户口簿和二代身份证的原件及复印件到借考地的区、县级市招考办办理申请，经审核符合条件的方可在考试地借考。【法律依据】：《中华人民共和国户口登记条例》第六条公民应当在经常居住的地方登记为常住人口，一个公民只能在一个地方登记为常住人口。
